Job Summary:

The Planning & Billing Engineer is responsible for developing project schedules, monitoring progress, managing resource planning, and handling the entire billing process in accordance with contract terms. The role involves close coordination with engineering, procurement, construction, and finance teams to ensure timely execution and financial compliance of the project.

Primary Responsibilities :

Key Responsibilities:

1. Project Planning & Scheduling

  • Develop and update project schedules using tools like Primavera or MS Project.

  • Establish Work Breakdown Structures (WBS), milestones, and critical paths.

  • Align schedules with engineering, procurement, and site execution teams.

2. Progress Monitoring

  • Track daily, weekly, and monthly progress against the baseline.

  • Analyze schedule deviations and recommend corrective actions.

  • Prepare look-ahead schedules and progress dashboards.

3. Resource Planning

  • Support planning of manpower, materials, and equipment.

  • Monitor resource allocation and productivity metrics.

  • Update resource histograms, S-curves, and utilization charts.

4. Billing & Cost Management

  • Prepare and certify interim and final contractor bills.

  • Coordinate with quantity surveyors for measurement verifications.

  • Ensure billing is in line with contractual terms and project milestones.

5. Budgeting & Cash Flow

  • Prepare project cash flow forecasts and budget utilization plans.

  • Monitor and report on project cost performance and variances.

  • Support financial planning and forecasting for project execution.

6. Coordination & Stakeholder Management

  • Interface with site teams, contractors, and client representatives.

  • Participate in review meetings and present planning & billing updates.

  • Provide timely data and recommendations to support project decisions.

7. Documentation & Reporting

  • Maintain updated schedules, cost tracking logs, and billing records.

  • Prepare MIS reports, billing trackers, and project dashboards.

  • Ensure compliance with audit, contractual, and documentation standards.

8. Contract & Claims Support

  • Assist in preparing EOT claims, variation orders, and justifications.

  • Interpret contract clauses related to billing and deliverables.

  • Maintain documentation for claims, disputes, and arbitration proceedings.


Key Skills & Tools:

  • Primavera P6 / MS Project / Excel / AutoCAD

  • Strong understanding of construction processes and billing procedures

  • Analytical mindset with attention to detail

  • Communication and stakeholder coordination skills

  • Knowledge of contract management and claims handling
